Climate Justice Alliance Bangladesh calls for bold, just, inclusive outcomes at COP30

The Climate Justice Alliance, Bangladesh (CJA-B), led by the Centre for Participatory Research and Development (CPRD), has called for just, inclusive, and informed outcomes at COP30, to be held in Brazil’s Belem from 10 to 21 November 2025, while denouncing the slow and inadequate delivery of state-led global climate governance under the UNFCCC framework.

The Alliance, consisting of more than 50 national and international organisations, made the call at an event titled “30th Conference of the Parties: Articulating CSOs Position Together” held at a city hotel, where it launched the CSO position paper for COP30, said a press release today (2 November).

CSO leaders, climate change experts, policymakers, journalists, and youth representatives attended the event to define common advocacy points ahead of the summit.

Through the position paper, civil society organisations from Bangladesh urged global leaders and heads of state to uphold their Paris Agreement commitment to limit global temperature rise to 1.5°C and to ensure adequate means of implementation (MOI)—including finance, capacity building, and technology support—for developing countries. 

These measures, they said, are essential for adapting to the unprecedented impacts of climate change and contributing to emission reduction efforts to make the Paris targets achievable.

The Platform observed that the spirit of multilateralism in addressing global crises is on the decline. It urged COP30 to rebuild the spirit of multilateralism and globalism while de-emphasising narrow nationalist interests. The Alliance further called on global leadership to “act ambitiously together not to fail again.”

Key demands of CJA-B from COP30:

  • Ensure clear political commitment and transparent, grant-based climate finance for developing countries under Article 9.1 of the Paris Agreement.
     
  • Align new or revised NDCs 3.0 with the 1.5°C target and shift the Mitigation Work Programme from dialogue to implementation.
     
  • Finalise a robust Global Goal on Adaptation (GGA) with scaled-up finance, technology, and capacity-building support.
     
  • Institutionalise Loss and Damage as a permanent COP agenda with long-term finance and better coordination among related mechanisms.
     
  • Act on GST-1 findings by addressing resource mobilisation gaps and accelerating the transition away from fossil fuels.
     
  • Adopt a Just Transition Action Mechanism protecting vulnerable communities and ensuring sustainability.
     
  • Strengthen the Gender Action Plan and mainstream gender equality, Indigenous rights, and human rights across all UNFCCC processes.
     

Representatives of the Climate Justice Alliance–Bangladesh (CJA-B) strongly demanded that COP30 be a turning point—moving from promises to concrete actions that protect lives, restore ecosystems, and ensure justice for those most affected.
